Huron commission approves plats, passes supplemental appropriation on second reading and signs off year-end transfers

On plats, the commission approved a plat filed by John and Carrie Dirkson for a parcel identified in the record as Tract 1, Stoney Run Park. City Planner Barry Cranston said the planning commission had unanimously recommended approval. The commission also approved a three-parcel plat filed by Danny Hofer; Cranston said two parcels abut Kansas Avenue and would be sold to adjoining property owners and that a variance had been granted for a drainage-way lot in the northeast corner.
On ordinances, the commission advanced two first-read items. The item recorded as ordinance “22 68 dash 24 dash 11” would revise subdivision lot standards to reduce required frontage for lots that abut cul-de-sac bulbs from 100 feet to a 65-foot minimum for those pie-shaped lots; staff noted the minimum lot area requirement of 10,000 square feet remains in effect. The first-reading votes were recorded as ayes by roll call.
On second reading the commission adopted the supplemental appropriation ordinance recorded in the transcript as “ordinance number 22 66 dash 30 dash 2 47.” Finance Director Pauline Carey presented the ordinance and reported no changes since publication. The ordinance amount was read as $3,000,003.41 in the meeting record; the commission approved the second reading on a roll-call vote with all members recorded as voting aye.
Finance Director Pauline Carey also presented 2024 year-end transfers for commission approval and described several line items: a general-fund transfers-out budget figure cited in the meeting as $4,000,005.58 with year-end actuals reported as $1,000,055; a dispatch budget figure of $433,000 with a half-year transfer of about $352,000 following a 75-cent rate increase; and debt-service payments of about $617,000 related to last year’s solid-waste bonding. Carey said the bulk of downtown-project spending will fall in 2025. The commission approved the transfers by roll call.
Other items recorded on the agenda and handled without extended debate included approval of the agenda as amended (members added a FEMA grant item to the agenda and an executive-session contract matter) and consent-agenda items such as minutes, fuel quotes, a raffle permit for the Huron MS Society and personnel action to hire Wanda Barthoman as executive secretary in the finance office effective Jan. 21, 2025, at grade 16, step A, with a 1,040-hour probationary period and four years prior-experience vacation accrual.
Announcements: Commissioner Bridal announced that solid-waste operations and the rubble site will be closed Monday, Jan. 20, in observance of Martin Luther King Jr. Day; Monday garbage and recycling collections will be performed Wednesday, Jan. 22.
