County staff said a structural engineer recommended adding a thickened edge—12 to 18 inches—in front of doors rather than continuous footings, because the building is a pole-type structure and full-length footings could compromise the wall support. Staff estimated the recommended changes could add “in the neighborhood of $100,000” to the project costs. The board acknowledged addendum No. 1 by motion and voice vote.
Staff told supervisors that bid documents require contractors to complete the work within 30 working days after starting, and that the posted bid language also included an end date no later than July 31 (the transcript notes indicated some contractors asked whether that scope and timing were correct). Staff said bids were due this week and would be opened so the board could approve a bid the following Monday.
Supervisors discussed sequencing and funding, saying they preferred to have the work finished before fiscal-year deadlines and that the county would coordinate with the auditor/finance staff for necessary funds if the board awarded multiple building projects closely together.
The board approved acknowledgement of the addendum; staff will present bids to the board for formal approval at the next meeting.
