Committee on Business and Economic Development adopts rules, appoints staff for Council Period 26

The Committee on Business and Economic Development of the D.C. Council, chaired by Councilmember Kenya McDuffie, on Wednesday adopted its Rules of Organization and Procedure for Council Period 26 and approved a staff appointment resolution, both by unanimous voice vote of the members present.
The measures were approved at the committee's organizational meeting Jan. 22 in Room 500 of the John A. Wilson Building and virtually via Zoom. The committee convened at 10:07 a.m. and adjourned at 10:11 a.m.
The rules measure is titled "Rules of Organization and Procedure for the Committee on Business and Economic Development for Council Period 26, Resolution of 2025." The second measure is titled "Committee on Business and Economic Development Staff Appointment Resolution of 2025." Chair Councilmember Kenya McDuffie moved each draft resolution "with leave for staff to make technical and conforming changes," and members responded in the affirmative.
"I move the draft rules of organization and procedure for the Committee on Business and Economic Development for Council Period 26, Resolution of 2025, and the underlying resolution with leave for staff to make technical and conforming changes," McDuffie said before calling for the vote. On the staff appointment resolution she said she moved the draft "with leave for staff to make technical and conforming changes." In each instance she then asked, "All those in favor, please signify by saying aye." and the ayes were recorded.
Committee membership for Council Period 26 was stated during the meeting as including Councilmember Anita Bonds (at-large), Councilmember Brooke Pinto (Ward 2), Councilmember Charles Allen (Ward 6), Councilmember Wendell Felder (Ward 7) and Chair Councilmember Kenya McDuffie. At the start of the meeting McDuffie said the quorum consisted of herself, Allen, Bonds and Felder; those members were recorded as present for the votes.
The committee, which is responsible for matters including small- and local-business development, economic and commercial development, alcoholic beverage and cannabis regulation, business improvement district oversight and taxation and revenue topics for the District, completed only the organizational items on the agenda and did not engage in substantive policy debate during the session.
Both measures were approved unanimously by the members present and voting. The meeting record notes that approval was "of the members present and voting" and that staff were allowed to make technical and conforming edits to the adopted drafts. The meeting was called to order and adjourned within minutes on Jan. 22.
