Midvale City Council approves zoning, stormwater and transportation updates and funds parks plan; creates business safety reimbursement program

Midvale City Council voted on a package of ordinances and resolutions at its meeting, approving a text amendment to subdivision requirements, an update to construction-site stormwater enforcement to conform with state law, adoption of the transportation element of the general plan, authorization to contract for a parks and open-space master plan, and a small-business safety improvement reimbursement program funded through the city’s homeless shelter mitigation fund.
City planning staff presented the ordinance amending municipal code sections 16.02.020, 16.02.030 and 16.03.030 to move the requirement to show existing structures from the recorded final plat to the application submittal materials; staff said the change will keep recorded plats from becoming out of date while preserving review of existing structures during application review. The council approved Ordinance No. 2024030 by roll call.
Public works staff and legal counsel presented Ordinance No. 2024031 updating section 13.16.130 of the stormwater utility chapter to implement enforcement tools required by the Utah Legislature’s House Bill 507, which standardizes construction-site stormwater controls and enforcement across municipalities. The council suspended the rules and adopted the ordinance so the changes would be in place before the January 2025 compliance deadline.
Council also adopted the Transportation Element of the general plan (Ordinance No. 2024029), including an impact-fees facilities plan. Consultants and staff described additional language added at council direction addressing congestion at Fort Union Boulevard near the railroad crossing and the long-term complexity of any separated crossing or track/road grade changes.
The council approved Resolution 2024R54 authorizing the mayor to sign an agreement with the Wasatch Front Regional Council and consultant MHTN to begin a Midvale Parks and Open Space Master Plan; staff said the plan will generate an impact-fee facilities plan and identify service-level improvements for parks.
On funding for businesses affected by nearby shelter activity, the council approved Resolution 2024R55 establishing a business and property safety and security improvement reimbursement program funded by shelter mitigation monies. Staff said the Office of Homeless Services approved roughly $3.5 million in mitigation funds for shelter-related projects and allowed the city to allocate $200,000 for the business reimbursement program; the program will reimburse up to $20,000 per business (staff estimate: roughly 10 awards if requests reach the $20,000 cap) for items such as cameras, lighting, landscaping and fencing, and also allows smaller items such as no-trespassing signs if requested.
The council considered meeting-schedule changes and temporarily tabled one version, then later approved Resolution 2024R56 establishing regular meeting dates and the 2025 holiday schedule.
