Mayor: Black Desert construction continues; Ivins sees multifamily and resort growth amid housing affordability concerns

Mayor Chris Hart told attendees that construction at the Black Desert development near Ivins continues, with the main hotel "virtually complete," the golf-village units partially open for nightly rentals and underground parking for the future boardwalk commercial area under construction.
Hart said Black Desert hosted a professional golf event in October with little measurable traffic impact, and that the developers have sought to raise the LPGA tournament's profile by arranging athlete travel and accommodations. "They are seeing to it that the purse is commensurate with immense purse," Hart said of developer efforts around the LPGA event.
On local housing, Hart said Ivins has seen an increase in multifamily construction and resort units in recent years. He reported roughly 125 new single-family lots planned in one cluster, 16 multifamily units under construction and about 188 resort units completed so far in recent projects; he described a controversial project known as the Retreat at Snow Canyon, a Sitla parcel proposed for 194 residential units and almost 400 resort units on an approximate 112-acre site west of Black Desert that required zoning changes and lengthy review.
Hart identified housing affordability as a major issue: "If I were to hire a policeman tomorrow, not sure he could live in Ivins," he said, and he noted the city's housing-affordability task force is reviewing options for workforce housing, first-time buyers and downsizing options for older residents.
Hart also described a new Hidden Springs RV Resort south of Highway 91 with about 150 pads and a high-end amenity package that is already operating.
What remains open: Hart described construction status and unit counts but did not provide developer names for all parcels, final project approvals, firm completion dates or detailed affordability program proposals. The Retreat at Snow Canyon was described as a contentious, long-review project; Hart did not announce final council actions in the presentation.
