Granbury planning commission approves minutes, continues comprehensive-plan hearing; staff reports two plats

The Granbury Planning and Zoning Commission approved its January meeting minutes, formally continued a public hearing on the proposed February 2025 comprehensive plan to March and heard a staff report that two final plats were administratively approved.
Chair (name not specified), presiding at the Feb. 10 meeting at Granbury City Hall in the City Council Chambers, opened the session and asked for public comment; none was offered. The commission unanimously approved the minutes from January 2025 on a motion by Commissioner Moore, seconded by Commissioner Hayes.
The commission then opened the public hearing on agenda item D-1, described in the agenda as consideration of the proposed 02/2025 comprehensive plan for the City of Granbury. The chair said the item was not ready for decision and should be continued to March. Commissioner Hallman moved to continue the public hearing to March; Commissioner Haid seconded the motion, which carried unanimously.
Under discussion item E-1, planning staff member Cody reported that two plats had been approved administratively since the commission's prior meeting. Cody said the first was the Ace Hardware Addition, final plat of Lots 1 and 2, Block 1, for property located at 3617 FM 4; no development plan was included with that plat and no Financial Impact Analysis (FIA) was associated with it at this time. The second was the Grace Classical Addition, final plat of Lot 1, Block 1, creating a 7.1-acre lot intended for development of a private school at addresses referenced in the staff report as “2401, or 1150 West Loop 567 and 2401 Andrews.” Cody said the Grace Classical plat was approved with a condition requiring an FIA and that the FIA will require City Council approval.
Commissioners asked whether the properties would remain on septic systems under the city's current moratorium on new sewer hookups. Cody confirmed that properties would remain subject to septic permits until the city completes the sewer plant.
The agenda item D-2 was not addressed because staff learned on the day of the meeting that the applicant had withdrawn that application.
