Commission approves amendment to PD‑46 to allow building‑maintenance service with outside storage under conditions

The Rockwall City Planning and Zoning Commission approved an amendment to Planned Development District 46 (PD‑46) to permit building maintenance, service and sales with outside storage, including overnight truck parking, on a 47.37‑acre tract.

Planning staff said the site was annexed in 1997 and zoned PD‑46 for commercial land uses; the subject property currently permits a pawn shop as an existing use. The applicant requested the amendment to allow outside storage items such as overnight truck parking, heavy equipment, and storage containers; staff proposed five conditions intended to limit impacts, including requiring outside storage to be placed behind buildings, requiring screening, and specifying concrete surfacing for certain storage items.

Staff also reported that the applicant agreed to remove the pawn shop as a by‑right use, so any future pawn shop would require a specific‑use permit in a commercial district. Staff mailed 78 notices to owners and occupants within 500 feet and said it received one notice in favor of the applicant's request.

Representatives for the applicant, including Trenton Austin of GT Plumbing Services, LLC, and Greg Haines, answered questions about existing fencing and the proposed storage layout. Commissioner Womble moved to approve the amendment; Commissioner Wambaugh seconded. The commission approved the PD‑46 amendment by a 7–0 vote.
