The Rockwall City Planning and Zoning Commission approved a specific-use permit (case Z2025-002) that will allow a limited-service restaurant within an existing general retail/salon property operated as Revive.
Planning staff said the property is inside Planned Development District 50 and was converted from a residence to commercial use; the applicant is requesting a specific-use permit because the underlying residential-office zoning requires case-by-case review for retail and limited-service restaurant uses. Staff told the commission that the site meets parking requirements and that notices were mailed to nearby property owners.
Wendy Buscher, the owner of the business, said the restaurant would occupy a small front-room area of the building and would not take over the entire structure. "We're trying to bring a different experience to our clients, something a little more elevated," Buscher said, explaining the amenity would offer coffee and light service to salon customers. She said the operation would include required equipment changes such as a three-compartment sink but no structural alterations.
Commissioner Womble moved to approve the specific-use permit; Commissioner Hastings seconded. The commission approved Z2025-002 by a 7–0 vote. Planning staff confirmed the case will proceed to city council on the next scheduled council meeting.
