Oakdale council approves purchase of turf sweeper, mower, electric utility vehicle and trailer

The Oakdale City Council on Feb. 18 approved a resolution authorizing the city manager to purchase four pieces of parks equipment — a Harper Hawk turf sweeper, a Toro Z Master zero-turn mower, a Toro Workman GTX electric utility vehicle and a trailer — at a combined cost of $112,554.06 from the Parks Replacement Fund (Fund 549), with an additional $3,000 appropriated from that fund's reserves to cover the total cost.
Staff described the equipment as replacements for aging machines and cited maintenance problems with the city’s current fleet. Stanley (staff member) told the council the existing zero‑turn mowers are about seven years old with roughly 3,000 hours each and that the city planned to replace them in stages rather than all at once. He said the turf sweeper on offer was a lightly used demonstration unit with roughly 200 hours, priced well below new cost.
The resolution listed the purchase amounts as $54,187.50 for the Harper Hawk turf sweeper, $24,629.68 for a Toro Z Master 7,500 zero‑turn mower, $20,129.21 for a Toro Workman GTX utility vehicle and $13,607.67 for a mower trailer from Johnson Manufacturing. Stanley said the purchases were procured through the Sourcewell cooperative purchasing program.
Council members asked about the procurement and Sourcewell; staff said Sourcewell provides competitively bid pricing for participating public agencies. Council members also asked where replaced units would go; Stanley said a replaced mower would be moved for limited use at the airport until it is no longer serviceable.
The council approved the resolution in a recorded roll call vote that registered five yes votes and no no votes. The staff report said the purchases will come from the Parks Replacement Fund (Fund 549) and that the fund has an available balance sufficient to cover the purchase and planned park improvements.
The purchases are expected to be integrated into the parks maintenance program, with the electric utility vehicle intended for turf‑sensitive areas and the turf sweeper used to collect plugs after aeration and to help with leaf cleanup in fall.
