Newport News City Council approves car wash permit, property acquisition for K9 facility and intercity agreements in 7-0 votes

Newport News City Council on Jan. 14 approved a series of ordinances and resolutions affecting land use, property acquisition and intergovernmental cooperation, each passed unanimously by a 7-0 roll call.
The council adopted an ordinance granting a conditional-use permit (CU-2024-0010) to CAH Holdings LLC and Auto Bell Car Wash LLC to operate a car-wash facility on a 0.91-acre parcel at 13698 Warwick Boulevard in the C-1 (Hotel Commercial) zoning district. Tim Trent appeared as a questions-only speaker during the public hearing. The council closed the public hearing and then voted to adopt the ordinance; the motion carried 7-0 (Vice Mayor Curtis Bethany III; Councilman Rob Coleman; Councilman Ealy; Councilman Marcellus Harris III; Mayor Jones; Councilman Long; Councilwoman Tina Vick).
The council also adopted an ordinance authorizing the city manager to execute documents necessary to make offers to acquire — by voluntary sale or condemnation — portions of property for the planned K9 facility at 2401 G Avenue. The city manager presented the item and recommended approval. The ordinance passed by roll call, 7-0.
On intergovernmental and administrative matters, council approved three resolutions: • A memorandum of understanding with the City of Hampton to conduct a combined Central Newmarket flood mitigation study. The manager said the study will explore comprehensive solutions for tidal and rainfall flooding along Newmarket Creek and noted Hampton plans to fund part of the effort through FEMA’s Flood Mitigation Assistance grant program. The resolution was approved 7-0. • A mutual-aid agreement between the Air Base Wing at Joint Base Langley–Eustis and the Newport News Fire Department authorizing coordinated fire and emergency response support during emergencies and disasters; the council approved the resolution 7-0. • A temporary, nonexclusive license allowing the Newport News Green Foundation, Inc. to install and maintain a sign at a designated location, contingent on compliance with applicable laws and proper installation; Tammy Fahrenthold, identified in the meeting as executive director of the Newport News Green Foundation, attended to answer council questions about the sign’s new logo. The license resolution passed 7-0.
The consent agenda, which included minutes from the Dec. 10, 2024 work session and regular meeting, was approved on a 7-0 roll call. No appropriations were on the agenda for the evening.
