Hawaii County receives quarterly affordable housing report showing 10 completed for‑sale units and one finished lot

The Hawaii County Office of Housing and Community Development submitted its quarterly affordable housing report for July 1–Sept. 30, 2024, to the County Council, noting 10 completed for‑sale units built through HICDC’s self‑help housing program and one finished lot sold in Palisades, Kona.

The report was transmitted pursuant to section 11‑19 of the Hawaii County Code. Housing Administrator (name not specified) told the council the quarterly submission included a summary of current affordable housing inventory, a reportable accounting of significant actions under chapter 11, and an itemization of excess affordable housing credits. “There are 10 completed construction projects with HICDC self help housing and 1 finished lot, sold in Palisades,” the administrator said.

Council members asked questions about which exhibits had changed. The housing administrator said exhibits 1–3 showed no changes from the previous quarter and that the two items listed in the report were the only changes. Council member Kagiwara confirmed those two items were the completed for‑sale units and the finished lot; Kagiwara asked whether the units were rental or for sale and the administrator confirmed they were for‑sale units.

Council member Kerkowitz moved to close the file on communication 35; the motion was seconded by Council Chair Inaba. The council recorded eight votes in favor, with Council member Kimball excused, and the file was closed.

The report includes additional exhibits previously requested by council members (an affordable housing inventory by type and a permanent supportive housing exhibit), which the administrator said showed no changes for this quarter.
