Kane County adopts 2025 fee schedule; equipment-deposit rules adjusted

The Kane County Commission unanimously approved Resolution R2025-2 on Jan. 14, adopting the county’s 2025 schedule of fees and making several targeted changes after discussion about local facility rentals and road excavation permits.
During debate commissioners agreed to remove two elements from the adopted schedule for additional review: excavation permit fees under the county road department and the Kanab Center usage fees. The commission left the remainder of the schedule in place.
A focused discussion concerned the Kanab Center’s equipment-rental deposit and retention policy. Staff presented a proposed change to retain 20% of a security deposit (up from 10%) to offset wear-and-replacement costs for frequently rented small items such as tables and chairs. Commissioners reached a compromise: items with deposits of $100 or less will have 20% of the deposit retained if replacement is needed; items with deposits greater than $100 will have a 10% retention. Commissioners clarified that the threshold wording was amended on the record to read “$100 and below” for the 20% retention tier.
Treasurer Kieran Chatterley had earlier requested a reduced fee for uncontested tax distributions of excess funds; staff also reported a new public-infrastructure district fee schedule and ongoing work on road-excavation permit fees. Commissioners noted that Kanab Center local-use and nonlocal-use contracts and rental-equipment MOUs appear in the attachments to the resolution and agreed to revisit some local-pricing questions.
Commissioners also discussed a separate item outside the fee ordinance: the county’s electric-vehicle (EV) charging contract. One commissioner reported conversations with the vendor about rate increases and said the county would address changes if the vendor raises EV electricity rates.
The motion to approve Resolution R2025-2 as amended, with the two carve-outs for later review and the adjusted equipment-deposit percentages, carried unanimously.
