Rapid City committee advances ordinance to fund equipment purchases and raises parks-board quorum

At a January 2025 meeting of the Rapid City Legal and Finance Committee, members recommended second reading of Ordinance No. 6652 to permit equipment purchases from the city’s capital improvement program (CIP) fund and approved Ordinance No. 6649 to raise the Parks and Recreation Advisory Board quorum from three members to four.
The moves affect how the city will buy budgeted equipment and how the Parks and Recreation Advisory Board will reach quorum for formal actions. Daniel Lainsley, Rapid City’s finance director and acting public works director, said the ordinance on equipment purchases reflects the council-adopted 2025 budget and allows the city to proceed with planned purchases out of the CIP fund. "This item is just a, second reading. There's been no changes, since your first reading. And this just, allows the city to proceed with, purchasing equipment out of our CIP fund, which is in accordance with, the council adopted budget in 2025," Lainsley said.
Committee discussion on the ordinance amending Rapid City Municipal Code 3.160.09 (Ordinance No. 6652) was brief; no substantive changes were reported since the ordinance’s first reading. A motion to approve the second reading and recommendation was made and the committee carried the motion.
On the parks-board quorum ordinance, a department representative identified in the meeting as Mr. Lowe said he was "filling in for Jeff" and explained the change: "So, basically, this ordinance would change the quorum requirement from, 3 members to 4 to bring, the quorum in line with the number of votes required to authorize for any board actions." The change amends Rapid City Municipal Code 2.89.0.06.
Both items were moved and seconded on voice votes and the committee recorded the motions as carried. Consent items numbered 1 through 10 on the agenda were also approved by voice vote earlier in the meeting.
The meeting contained no public comment on nonconsent or non-agenda items and committee members characterized the ordinance changes as noncontroversial. The committee adjourned after the votes.
