Clerk urges Harney County Court to adopt strategic plan; commissioners discuss moderation and budget timing

During the Jan. 8 Harney County Court meeting the county clerk delivered an extended public comment calling for a countywide strategic plan and improved continuity-of-government procedures.
The clerk, identified in the meeting as Clerk Robinson, said he was concluding more than 32 years of service and urged the court to adopt a multi-year strategic plan. "I implore you to get a strategic plan for this organization," he said. He said the county lacked a continuity plan and described local operational problems during a power outage that left staff making ad hoc decisions. "This county deserves 1, the people here deserve 1," he said.
Judge William Hart and Commissioner Rob Frank responded on the record. Hart said the court agreed the county needs a guiding document; Frank suggested hiring an outside moderator or facilitator to guide a strategic-planning process if the court could find funds. "If we don't have funds identified, we definitely need to make sure that we plan for that in our upcoming budget," Frank said.
The clerk urged the court to emphasize a financial component in the plan, including scenarios for property-tax outlooks, federal-payment uncertainty such as Secure Rural Schools (SRS), and other long-term revenue risks. He also requested clearer succession and continuity-of-operations procedures to reduce on-the-ground confusion during incidents such as storms or power outages.
Commissioners discussed options: Hart said he would like a work session on expectations and how advisory boards and committees report back to the court, and Frank suggested the court could identify priorities for a facilitator and set aside funds in the next budget if necessary.
No formal action was taken at the meeting to start a strategic-planning contract or to set a facilitator; commissioners said staff would explore timing and potential funding sources and that the topic could be scheduled for future discussion during budget preparation.
