Neshaminy board approves personnel slate; Director of Facilities Operations confirmed 8-1 after salary-level questions

The Neshaminy School District Board of School Directors approved a master motion covering multiple personnel items and administrative actions, and later voted separately to confirm the Director of Facilities Operations 8-1 after discussion about the salary level under the district's Act 93 agreement.
Board member Hollenbeck moved the master motion to approve items 2.01 through 2.09, including administrative appointments, certificated and support retirements and resignations, leaves of absence, an agreement with Bus Patrol America LLC and an HR director search; board member Rodriguez seconded. The board first voted on the package with an initial roll call, then pulled item 2.01 for a separate vote after a member said their negative vote applied only to that appointment.
The board then voted to approve items 2.02 through 2.09 unanimously, 9-0. The single-name administrative appointment listed under 2.01 (an administrative hire to the director-level position) was debated and then approved by roll call, 8 yes and 1 no.

Discussion and board comments focused on the pay level associated with the appointment and the position title. A board member asked whether the individual was being placed at the top level of the Act 93 scale despite limited prior experience in the title. Superintendent Bowman said the position is governed by the Act 93 agreement and advised that the role in question is placed at level 5, and that this was the salary the individual had received while serving in an acting capacity. "That is the same salary that the individual received in the acting position he is currently in," Superintendent Bowman said. He also told the board the position title would replace the prior district engineer title in the Act 93 agreement and that the board had discretion to place the position at another level if it chose.
The roll call on the separate 2.01 vote recorded the following: Mister Allen, yes; Mrs. Bruches, yes; Mrs. Hellenbeck, yes; Mrs. Lafferty, yes; Mrs. Marshall, yes; Mr. Rodriguez, yes; Mr. Sporney, no; Missus Boebweiser, yes; plus the board president's vote making the final tally 8 yes, 1 no. The board did not amend the salary level at the meeting.
Other details in the personnel package: the board acknowledged certificated retirements including Kathleen Rafferty with 26.6 years of service and support retirement Priscilla Matts with 38.8 years of service. The packet also included the district—s recently bid Bus Patrol program agreement and authorization to continue the HR director search.
The board scheduled routine business, overnight trip approvals, homebound instruction and the B.C.I.U. program and services instructional materials budget for action at the public meeting.
The meeting adjourned following the votes.
