Staff presented a consolidated approach merging separate policies on resident and nonresident admission, registration procedures (including kindergarten registration), and school assignment and redistricting. The committee asked staff to include clear kindergarten registration timelines and to add prekindergarten placement language to the admissions policy. Members recommended that the policy make clear that proof of residency must show actual residence (e.g., utility bill or lease) rather than only a property closing.
A central focus of the discussion was the timeline for reviewing school enrollments and for approving boundary revisions. Committee members agreed that the superintendent or designee should review enrollment annually to determine whether boundary revisions are necessary. The group debated how to separate boundary revisions (a district'level decision) from individual classroom assignments (an administrative decision often handled in the summer during teacher and class placement). Members proposed a timeline so families would learn about boundary changes well before the start of the school year; suggested target dates included an administrative review in March and family notifications by August 1, with committee review and approval by April or no later than the end of the school year in cases where boundary revisions are proposed.
Committee members also discussed a priority order for filling seats when a school exceeds capacity. The draft ranks priority as: students zoned to the school, students requiring particular instructional programs at that school, siblings, students enrolled prior to July 1, then students enrolled by special permission. The committee clarified that students placed at a school by IEP/placement decisions should not be treated as at-risk of involuntary transfer for capacity reasons. Members asked staff to make the ordering clear and to explain how ties would be handled (the committee directed that enrollment priority among otherwise equally prioritized applicants be determined by date and time stamp of enrollment at that particular school).
On voluntary transfers (students attending a school by special permission), committee members raised a procedural question: whether a student granted special permission who remains enrolled at that school after July 1 should retain that placement if a new boundary student later enrolls. The current draft treats placements established before July 1 as higher priority than later enrollments; committee members asked staff and district leadership to confirm whether that should remain the rule or be revised.
After discussing these items, a committee member moved to advance the consolidated admission and assignment drafts with the understanding that staff would return with the requested clarifications on timelines, prekindergarten placement, and procedural notifications. The motion was seconded and recorded as approved.
