The housing-related work will cover comprehensive-plan and buildable-lands analyses and potential code changes; the technical assistance will focus on downtown appearance and related code recommendations. Staff reported the citizen advisory committee had completed two meetings and that a public presentation by the consultants was scheduled for the next Thursday at City Hall (6–8 p.m.). Staff indicated they were on schedule for grant deliverables and that the first reimbursement request was due at month-end.
Transportation System Plan (TSP): The city applied for an ODOT/TGM grant to update its Transportation System Plan but did not receive funding; the application ranked fifth in a competitive Region 2 process in which four projects were funded. Staff said feedback from ODOT suggested that completing the housing and downtown projects would strengthen a future TSP application.
Title 11 update: Staff reported a rough draft of Title 11 is near completion and said they intended to distribute a draft to commissioners about 10–14 days before the next meeting for review, aiming to present on Dec. 16. Staff explained the reason Title 10 and Title 11 were not combined now: separating the land-division (Title 11) work from imminent Title 10 housing/code updates reduces confusion and risk of missing cross-references; a future merger of the two titles remains a long-term objective.
No formal actions were taken on these items at the meeting; staff requested commissioner participation in upcoming public meetings and committee sessions.
