Mendocino County Civil Service Commission approves five classification updates

Human Resources presented revisions intended to modernize job descriptions and, in one case, add a required credential. The commission approved updates to the confidential executive coordinator, a modification to the nutritionist role and creation of a new registered dietitian classification, a title and duties change for animal control assistant, updates to the heavy equipment service technician specification, and a clarification of the building maintenance supervisor specification.
The commission’s action matters because the changes affect recruiting and supervision structure across multiple county departments and, in the case of the registered dietitian, respond to state public-health program requirements. “Human resources has updated the minimum qualifications for the confidential executive coordinator position,” said Gio Von Arguelles, HR analyst, as the department introduced the first item. Brandy Delzel, HR manager, told commissioners the registered dietitian classification is required by the California Department of Public Health and the WIC (Women, Infants, and Children) program and that the county previously had no such classification.
Most items drew brief questions from commissioners and from department subject-matter experts. Commissioners asked whether the nutritionist classification would remain and how it would relate to the new registered dietitian role; Delzel said the nutritionist would report to the registered dietitian when one is in place and that the county currently has no incumbent in the registered dietitian position. On a separate item, Ken Stanley, a transportation supervisor, described the typical equipment that a heavy equipment service technician uses, saying, “The equipment that’s listed is the typical equipment an employee uses on a regular basis.” Commissioners clarified that the service technician performs routine maintenance while heavier repairs are handled by senior mechanics.
All five classification items and the minutes were approved by unanimous roll-call votes recorded by the clerk. Commissioners Slater, Whitaker and Wiley voted “Aye” on the minutes and on the majority of items; Commissioner Winniger participated in and voted on some later items. Commissioner Eviam was absent by prior arrangement and was recorded as absent for the meeting.

No item included an implementation date or changes to incumbents’ status; HR staff stated in the meeting that the heavy equipment service technician modification would not directly affect any current incumbents.
The commission moved on to other business after the HR director’s report; no further action on classification items was recorded at the meeting’s close.
