The House Energy Committee on Tuesday adopted a subbill amending House Bill 173, a consumer protection measure for submetering companies.
Representative Thomas moved “to amend House Bill 173 with L1361183‑one. 1,” and described the subbill as adding clarifications, additional oversight periods for noncompliance and additional penalties intended to protect consumers. “This sub bill is a great step in the right direction for, additional help for our consumers of sub metering companies and urge its acceptance,” Representative Thomas said during the third hearing.
Committee members raised procedural questions about a comparison (comp) document; the chair said a comparative document would be provided so members could study the revisions. After discussion, the chair called the question: “Shall the motion to amend be agreed to?” The motion was adopted “without objection,” and the transcript records the subbill as adopted and the third hearing concluded.
No formal roll‑call vote was recorded in the transcript excerpt; the committee disposition was recorded as agreed to without objection.
