Council members moved and seconded the resolution to adopt the fourth amendment to the MSD master interlocal agreement; the resolution passed unanimously. The council then considered an ordinance to designate the MSD as the municipal engineer — a procedural ordinance the council must adopt to name an official municipal engineer. The ordinance was approved and the council conducted a roll‑call vote for the appointment.
Practical effect: According to staff, the change largely formalizes existing arrangements; the same personnel will continue serving the municipalities but will operate under MSD. The amendment was made retroactive to Dec. 31 to align paperwork with the staffing and operational transfer that occurred earlier.
