The Rockwall City Council on Feb. 18 unanimously approved Z2025-003, an amendment to Plan Development District 46 that adds building/service-and-sales with outside storage as a permitted use for the property at 2305 SH 276 to allow occupancy by a commercial plumbing company.
Planner Miller told council the PD‑46 request concerns a portion of a larger PD that was annexed and zoned in the late 1990s; the specific property (2305 SH 276) currently carries several legacy allowances, including a pawnshop by right. The applicant submitted a concept plan that shows designated outside storage areas for heavy equipment and service vehicles, and future building-expansion areas; staff included screening requirements for the outside storage and the applicant agreed to those conditions.
“As a compensatory measure, the applicant has allowed staff to remove the pawnshop land use as a permitted by right land use,” Miller said. Staff also noted nearby properties already host outside storage for boats and heavy equipment, and the Planning and Zoning Commission recommended approval 7–0 on Feb. 11.
Councilmember Jorf moved to approve the PD amendment and Councilmember McKellen seconded. The council approved the ordinance unanimously. The ordinance text amends PD‑46 (Ordinance 2132) and includes a penalty provision not to exceed $2,000 per offense; it also includes the concept plan and screening conditions as part of the ordinance language.
No members of the public spoke at the hearing; staff reported three pieces of written support from the public-notice mailing to properties within 500 feet.
