The Pleasant Grove Planning Commission voted to approve a conditional use permit allowing contract construction services (use 6600) at a property on West Industrial Drive in the Mud Hole neighborhood during its Feb. 13, 2025 meeting. Commissioner Patton moved to approve the request; Commissioner Martineau seconded the motion, which was adopted by voice vote.
City planner Daniel told commissioners the site, owned by an applicant identified in the staff report, is about 2.85 acres with an existing building of roughly 30,000 square feet and ample on-site parking. Daniel said the applicant anticipates roughly 10–12 employees working from the office and that some trailers and construction materials may be stored on the property, but any materials storage must be indoors.
The staff report cited two zoning classifications relevant to the property: use 6600 (Contract Construction Services) as a conditional use in the General Commercial (CG) zone and use 5212 (retail of building materials) as a permitted retail use. Daniel said staff had made an administrative determination that a retail building-supplies use would be permitted separately under the code, while the contract construction services use requires the conditional use permit now before the commission.
Conditions discussed on the record included a requirement that all business parking be kept on-site (no street parking) and that storage of materials occur inside the building. Daniel also referenced standard limits on noise, dust and other nuisances and noted that final approvals from Planning, Engineering and the Fire Department would be needed as part of the permit process.
The transcript contains inconsistent references to the property address and applicant name: the public-hearing notice in the meeting identified the location as 363 West Industrial Drive and named the applicant as David Lindquist, while the motion recorded by a commissioner referenced “323 West Industrial Drive” and named “David Lucas.” The commission’s action as recorded in the meeting minutes approved the conditional use permit as described above; the record does not show a roll-call tally, only a voice vote that the chair summarized as “motion carries.”
No amendments to the staff conditions were recorded. The commission moved on to the next agenda item after the vote.
