The Lincoln Park City Council approved a new 2025 used auto dealer license for CarHub LP (855 Southfield Road) but added conditions requiring the applicant to satisfy outstanding planning commission stipulations and building-department requirements before conducting repair work or other activities not expressly allowed by the temporary certificate of occupancy.
Council members debated whether the licensing vote should allow the business to open prior to finishing required site improvements and meeting the planning commission's conditions. Several council members said the applicant had not completed the work required by the planning commission and had only a temporary certificate of occupancy. The amendment adopted by the council specifies that the license is subject to complying with all planning commission stipulations and building department conditions; the council also said the business may not conduct repair-service operations until it obtains a full certificate of occupancy for those activities.
City staff clarified the item before council was a new license rather than a renewal. The clerk said the business needs the city approval so it can apply for a state dealer license; the council's approval will allow that process to move forward subject to the city's conditions. Council members who pressed for the amendment said they wanted to avoid a scenario where the business would operate as a repair facility without meeting zoning, setback or variance requirements that the planning commission had attached to its prior review.
The vote on the amended resolution passed on roll call; the clerk recorded affirmative votes. City staff will monitor compliance with the planning commission's stipulations, building department conditions and the issuance of a final certificate of occupancy prior to permitting restricted activities at the site.
The council's action clarified that the license being approved was a new used auto dealer license (not a renewal) and attached explicit compliance requirements to reduce the risk of nonconforming business operations in the downtown area.
Ending: The building department and planning staff will track whether the applicant meets the stated conditions and will notify council if the applicant seeks to change operations or requests a variance that requires additional council review.
