DeKalb committee approves $850,000 in HUD congressional grants for Kittredge Park renovations

The DeKalb County Planning, Economic Development and Community Services Committee voted to accept FY2024 congressional community project grants from the U.S. Department of Housing and Urban Development (HUD) totaling $850,000 for Kittredge Park improvements.
Staff said the funding will pay for site engineering and preparation, paving and construction of a large pavilion at Kittredge Park as part of an updated master plan developed with the neighborhood. A related award for the park will fund engineering and rehabilitation of two baseball fields, including adding or repairing dugouts, upgrading lighting, replacing fencing and modest bleacher repairs.
Presentation materials stated HUD grants awarded in 2024 carry an expiration date in 2032 because of environmental requirements tied to the awards. Commissioners asked whether the recently announced suspension or pause of some federal grant activity could affect the awards; staff said it is still unclear but that the county will move quickly to capture funds if possible.
Commissioner Long Spears asked for support documentation; staff agreed to email additional materials. Commissioners representing the affected districts expressed local interest in advancing projects and urged swift action if federal pauses are lifted.
A motion to approve items 2025-0037 and 2025-0039 together was made, seconded and approved by a show of hands. Staff will execute the HUD grant agreements and proceed with project planning consistent with grant terms and environmental requirements.
