Kodiak leaders debate short-term rental limits as part of broader housing discussion

Residents and elected officials told the Kodiak Island Borough Assembly and City Council on Feb. 4 that short-term rentals are one of multiple factors affecting housing availability and affordability in the community, and they debated whether new rules, a cap or a moratorium would help.
Several residents who spoke during the citizens’ comment period said short-term rentals provide needed income. "I got a short term rental in my house and it helps me pay my borough property tax," said Chris Burns, who described operating a rental while fishing in the summer.
Others urged caution about limiting short-term rentals. "I just don't think we should be limiting short term housing," said Dan Rohrer, who said his family does not operate short-term rentals and argued demographic factors — including smaller household sizes and aging-in-place — reduce housing supply.
