Council informed of unplanned Design West code review hours; mayor disclosed conflict of interest

The speaker said he asked a Design West code reviewer to review code issues at the old school and that the reviewer expected about one hour of work but later reported approximately seven hours of effort. “As he got digging into it, he ended up in a few rabbit holes… he ended up spending about 7 hours,” the speaker said.
The speaker disclosed a potential conflict of interest: he said he is a major shareholder and the president of Design West and asked the council to consider whether to approve payment to the firm. “...I need to disclose that because I’m a major shareholder of Design West, the president of Design West,” he told the council.
The speaker said he would attempt to get an invoice and soft cost estimate and post it to SharePoint for council review prior to placing the item on a future agenda. He estimated the reviewer’s billing rate at about $135 per hour, which would produce an approximate invoice in the $900 range for seven hours, but the amount would be finalized after the invoice is produced.
Councilmembers agreed to consider the matter at a subsequent meeting once an invoice is available; no formal approval was given at this session.
