Richland County to apply for NACO housing sprint; posts RFQ for local affordable housing projects

Richland County Administrator Leonardo Brown reported Tuesday that the county had been invited to participate in a National Association of Counties (NACO) housing sprint in partnership with Smart Growth America and that staff had posted a request for qualifications (RFQ) seeking partners for county affordable housing initiatives.
Brown said the NACO sprints are high‑intensity, implementation‑focused programs that draw on NACO recommendations to help counties increase local housing supply. He told council the county planned to apply; the sprint application deadline is Feb. 28, 2025, and participating can help the county prepare for future housing projects.
Brown also announced that the county had posted an RFQ for the county’s affordable housing efforts (listed in the solicitations section of the county procurement website). He said the RFQ opened Feb. 10 and closes March 12, 2025, and seeks qualifications from entities operating existing affordable housing programs in unincorporated Richland County. Brown emphasized these items were updates and did not require council action at this time.
No vote was taken; the administrator said the actions would position the county to move forward with priorities set by council for affordable housing.
