City manager reports near-complete spending of El Mirage ARPA funds, $1 million allocated for affordable housing

City Manager Crystal Dykes briefed the council on Feb. 4, 2025, on the city's use of American Rescue Plan Act (ARPA) funds, saying nearly all the federal money has been spent or allocated and that $1 million remains tied to an agreement with Maricopa County for affordable housing.
Dykes said El Mirage received $11,940,792 in ARPA funds distributed in two installments in 2021-22 and that "to date, we have spent all but $1,000,000 of that of those dollars, but that has been allocated." She provided a summary breakdown: roughly $6,721,906 on infrastructure and equipment (including Northern Parkway, the library expansion and the Hohokam multi-use trail); about $3,100,000 on public safety initiatives such as a Police Net team and retention programs for firefighters, paramedics and police officers; and just over $1,000,000 on community services including senior transit, rent and utility assistance, and senior meals.
On the remaining funds, Dykes said the city has signed an agreement with Maricopa County for affordable housing using the $1,000,000 that remains. She offered to return with a fuller public presentation and said she had circulated a memo with details that will be included in the meeting minutes.
Dykes characterized the briefing as a status update and said she was sharing the figures so council members and the public would know the money is not at risk. The council did not take formal action on the ARPA summary at this meeting.
