El Mirage releases 2024 annual report highlighting public safety gains, parks expansion and budget stability

City Manager Crystal Dykes presented the El Mirage 2024 annual report on Feb. 4, 2025, outlining public safety gains, parks and recreation additions, and the city's FY2025 budget.
Dykes told the council the 20-page report "demonstrates our commitment to attaining the city council's strategic priorities and provides information and transparency to our residents." She said the Police Department earned its first accreditation after a two-year process and that officers answered more than 12,000 calls for assistance last year, with crime rates "dropping across all categories." The report also notes the fire department handled more than 4,500 calls and achieved an average response time of about four and a half minutes.
The report details capital and service highlights. Dykes said the city acquired 13 acres of parkland, launched a parks master plan, and partnered with the YMCA for discounted memberships. Signature events drew about 16,000 attendees, and the city installed roughly 200,000 holiday lights around parks and city buildings. On infrastructure, the report cites work on Northern Parkway, a library expansion and the Hohokam multi-use trail, and says the city moved some water meter reading in-house.
On finance, the report lists the FY2025 budget at $117,900,000, which Dykes said is about $3 million less than the prior year. She said the budget prioritized public services, safety and infrastructure and pointed out Gov. Finance Officers Association recognition: the city received its fifth consecutive Distinguished Budget Presentation Award from GFOA. The report also highlights economic development activity, including the opening of a 24/7 emergency and medical center, roughly 750 net new jobs for the year and a CarMax project under construction that is expected to add about 300 jobs.
Mayor Alexis Hermosillo thanked Dykes for the presentation. The council did not take formal action on the report during the meeting.
