Hutto library director asks board to consider lowering TechShare eligibility to 16; presents survey, program and hours updates

The Hutto Library Advisory Board heard a proposal to change eligibility for the library—s TechShare (digital access) card from 18 to 16 years of age and reviewed a suite of outreach, programming and policy updates at its meeting on Oct. 27, 2025. Library staff presented comparative policy research, recent program metrics and plans for a senior outreach survey and community partnerships.

The proposal matters because lowering the TechShare age would expand digital resource access for older teens while the board weighs other policy changes in the library—s circulation and card rules. The director also described recent gains in program attendance, digital holdings and fundraising that staff say support expanded hours and added staff.

Library staff said they examined practices in nearby systems when preparing the TechShare recommendation. The director told the board that Round Rock, Austin and several other local libraries allow TechShare or similar digital-only access after a waiting period; practices vary by jurisdiction and by the length of the waiting period. The director asked the board to consider changing the library—s current two-month waiting period and the age threshold for TechShare issuance, and she said she would bring updated, redlined policy language back for formal consideration.
