County adds $121,345 in OEM grant funds to contract for city emergency operations plans

The Marion County Board of Commissioners approved Amendment No. 1 to a contract for services with Alliance Solutions Group, adding $121,345 in Oregon Emergency Management (OEM) grant funding to continue development of emergency operations plans for nine Marion County cities.
Greg Walsh, Marion County Emergency Management, said the amendment funds phase 2 of a multi-year project. He told commissioners the total allocation for the phase is roughly $121,345 and that the amount reflects estimated costs to prepare the plans for each participating city; phase 1 previously cost about $82,000.
"This is the breakdown for how much each plan essentially is costing the contractor to write," Walsh said, adding that the work will likely continue into a third year when additional OEM grant funding becomes available. Commissioner Willis moved to approve the amendment; the motion was seconded and approved by voice vote.
The contract amendment covers project work through Sept. 29, 2026, and directs the contractor to initiate stakeholder meetings in each participating jurisdiction and deliver a comprehensive emergency operations plan for each city.
