The Lake Elmo City Council adopted a resolution approving the final plat for the Lake Elmo Elementary school project, clearing a major entitlement step for the Stillwater Area Public Schools site on a roughly 40‑acre parcel.
City staff told the council that the final plat mirrors prior preliminary approvals, with the proposed building of about 150,000 square feet and associated site improvements. Staff noted that review comments from the fire department, city engineer and landscape architect have been provided and that the school district has received a Valley Branch Watershed permit and conditional concurrence from Washington County for the proposed access points.
Staff outlined 23 conditions of approval—most matching earlier preliminary‑plat conditions—covering items such as a development agreement, required permits, fees, final engineering revisions, trail provisions and tree mitigation or cash‑in‑lieu for tree replacement. Staff said the final construction plans will incorporate the required revisions before permits are issued.
Council members discussed connectivity with surrounding neighborhoods and encouraged coordination on possible future Safe Routes to School funding that could extend trail connections to nearby developments. A motion to adopt the resolution approving the final plat carried by voice vote.
With the final plat approved the district and city will move to finalize construction plans and required agreements so that site work and infrastructure improvements can proceed per the approved conditions.
