Garland council approves consent agenda; appoints chairs to three TIF boards

The Garland City Council approved its consent agenda and made three citywide appointments to tax increment finance (TIF) boards at a regular meeting on Jan. 21, Mayor Pro Tem Ed Moore said.
The consent agenda items read into the record included approval of the Jan. 7, 2025 meeting minutes; award of a design contract for Cary Lane, Quintana Drive and Ridgemoor Drive water, wastewater and drainage improvements; additional architectural services for the central library; purchase of three replacement sewer trucks for the water department; acquisition of 24 replacement 2025 Chevrolet Tahoes; approval of a Homeland Security Grant Program (HSGP) resolution; and a first amendment to a project-specific agreement with Dallas County. Councilmember BJ Williams moved the consent agenda and Councilwoman Lutz seconded. The motion was approved; the clerk recorded the action as “Motion approved. That item is approved unanimously.” The transcript did not include a numeric roll-call tally.
The council then made citywide appointments to chair three TIF boards. Councilmember Jeff Bass nominated Joseph Schroeder as chair of TIF No. 1; Schroeder’s appointment was approved. Councilmember BJ Williams nominated Bill Swisher as chair of TIF No. 2; Jeff Bass seconded the nomination. The clerk recorded the vote as carried with two council members opposed (Councilwoman Lutz and Councilmember Dutton) and the motion carried. Councilmember Dutton nominated Patrick Abel as chair of TIF No. 3; the nomination was seconded by Councilmember Hedrick and approved unanimously.
The council noted the TIF appointments are for one-year terms beginning Jan. 1, 2025 and that the appointments are required by Section 311.009 of the Texas Tax Code.
No other citizen comments were received during the citizen comment portion of the meeting.
