The Houston Planning Commission on Thursday approved a request by Skanska Commercial Development to reduce the building line along Montrose Boulevard from 25 feet to 5 feet for a proposed mixed-use, high-rise residential tower with ground-floor retail at the intersection of Montrose and Westheimer.
