Two residents told the Lockhart City Council during public comment on Jan. 7 that they are concerned about how the council handled the Proposition A outcome in December and urged procedural reforms.
Pat Stroka, a Lockhart resident, said Proposition A "was designed to deprioritize prosecution of misdemeanor marijuana possession. It wasn't decriminalizing anything," and criticized the council's handling after the Nov. 5 vote. Stroka said roughly 70% of voters supported the measure and asked the council to "revisit this, bring it back up on the next session, and let's talk about it in the open."
Lynn Garibay, another resident, urged the council to adopt Robert's Rules of Order as the official procedure for meetings to ensure "a process that is transparent, fair, and equitable for all." Garibay said adopting the rules would guard against future procedural ambiguities and help rebuild public trust after the December handling of a related resolution.
Nut graf: Both speakers framed their requests as actions to restore transparency and public confidence — one asking for substantive reconsideration of the council s December decision on Proposition A, the other asking for a formal adoption of parliamentary procedure to govern future meetings. No council action was taken during the public‑comment period; council members later discussed whether to add items related to Prop A to a future agenda.
Ending: No formal action or vote took place in response to the comments. Council members acknowledged the speakers and several said they would consider ways to place clarifying items on a future agenda.
