Commission approves MOU with Business Chamber to administer business improvement grants

The Emery County Commission voted to approve an MOU authorizing the Emery County Business Chamber to administer the county’s business improvement matching grant program for a $1,000 administration fee.
Patsy, who presented the item on behalf of county economic development, told commissioners the program is in its fourth year and that the county currently has $115,000 available for grants. “The deadline is January 31,” Patsy said, and she described outreach efforts the chamber uses to publicize the program, including ribbon-cutting events and chamber communications.
Patsy provided historical participation figures: 15 businesses used the program in its first year, 13 the second year, and 20 businesses in 2024 when an additional $100,000 grant—obtained by the chamber—was combined with county rural grant funds to expand awards. She said the county’s contribution this year will be smaller but that the chamber will award funds to as many eligible businesses as possible.
Commissioner Leonard moved approval; Commissioner Jensen seconded. The commission recorded votes as Warwood—aye, Leonard—aye, Jensen—aye. The motion passed.
The MOU assigns administrative responsibilities to the chamber for distributing matching grants. Patsy said the chamber will accept applications through Jan. 31 and reopen if funds remain after the first round.
Commissioners thanked Patsy and noted the program helps local businesses with marketing and capital improvements.
