Substitute staffing fills 94% of absences so far this school year, ESS reports

Cassie Schultz, representing the district—s substitute staffing partner (ESS), told the Enid Board that the substitute program has 84 active substitutes and has hired 48 since July.
Schultz said ESS has recorded 1,894 absences so far this school year and filled 1,693 of them, a 94% average fill rate. She said the district has achieved fill rates of 90% or better for 13 weeks this year, with four of those weeks at 100%. Administrators noted that lead time for an absence is important: absences posted 24—248 hours in advance are far easier to fill than same-day postings after 8 a.m.
Schultz described recruiting channels (Indeed postings, updated social media, yard signs, flyers) and engagement strategies such as kickoff events, monthly raffles, a newsletter for substitutes, a GroupMe chat for communication and a midyear sub survey. She said ESS has placed eight substitutes into district roles (aids, library assistant, secretary and four teacher positions).
The board asked clarifying questions about lead time and filling same-day absences; Schultz said absences posted after about 9 a.m. are difficult for subs to see and fill. No action was required; the presentation was informational.
