Board hears details of citywide historic resources survey; Page & Turnbull under contract to survey thousands of parcels

Staff updated the Salinas Historic Resources Board on the scope and schedule of a comprehensive historic resources survey now under contract with Page & Turnbull and answered commissioners' questions about the survey's deliverables, access, and how the results will interact with permitting and designation processes.
Grant Leonard, planning manager, told the Board that the city completed a procurement process using an on-call list and is under contract with Page & Turnbull as of Dec. 3, 2024, to update the survey. Staff provided an illustrative example report (a Pacific Grove survey) to show what a full report can include but said Salinas' scope is different and more comprehensive.
Leonard said Page & Turnbull's scope for Salinas will resurvey roughly 104 properties identified as eligible in the 1989 survey, review approximately 15,500 parcels across the city that have buildings constructed before 1980, and produce DPR forms and a robust historic context statement for Salinas. Staff confirmed the scope calls for delivery of digitized copies of survey materials and for integration of survey results into permit/plan review workflows so that permit applicants and department staff can see historic-asset information during application review.
Commissioners asked about public access to DPR forms and the survey appendix; staff said some older DPR forms were only available in print at the library and community development department and that the updated survey deliverables will be digitized and made accessible online as part of the contract deliverables. Board members also asked whether the Page & Turnbull survey would identify potential historic districts; staff said that developing historic context statements and identifying districts are part of the consultant's scope.
Staff emphasized that the Salinas survey is comprehensive and citywide, unlike the referenced Pacific Grove example, which covered a subset of parcels. Commissioners asked about the process to formally designate historic properties, and staff described the existing designation path on the city's planning and historic resources pages: property designation begins with an individual or property owner working with staff and a certified historian, followed by review by the HRB and ultimately City Council.
Ending: Staff will continue to manage the Page & Turnbull contract, produce digitized survey deliverables, and return to the Board with interim materials and maps as the survey progresses.
