Open Space board schedules webinar, plans fillable applications and scoring tweaks for next grant round

The board agreed tentatively to a webinar and several application and scoring improvements intended to make the next open-space grant round easier for municipalities and applicants to complete and for reviewers to score consistently.
The Carbon County Open Space Advisory Board tentatively scheduled a webinar for prospective applicants and municipal officials to introduce the next grant round and said it will move to streamline the application and scoring process.
Board members and staff agreed to target Tuesday, Feb. 13, at 6:30 p.m. for the webinar and to record the session for later viewing on the OpenSpace board page. Anna (staff member) said staff will call municipalities ahead of the webinar, mail a fact sheet to municipal offices and post the recorded webinar so municipalities that cannot attend live can still access the material.
Staff proposed two main application changes. Anna said the county will pursue a fillable PDF application that applicants can save while completing the form and an Excel budget template that applicants will upload with their proposals. "I think 2 things, those 2 things will probably would make it easier to fill out the application and then ... submit the application," Anna said.
Board members also discussed scoring procedures based on lessons from the pilot round. Several members recommended moving through scoring criteria section-by-section during deliberations so reviewers can adjust scores as the discussion proceeds rather than giving one composite score at the start. One board member suggested the ranking form used for review be made fillable so reviewers can enter and revise scores directly.
Anna said staff will check with IT about a tracking mechanism so the county can record who views the webinar. Staff expect to open the grant round after the webinar and to accept applications on the timetable in the board's guidelines; staff said opening the round in March would align with the anticipated timeline if the commissioners approve needed items.
