The Snyderville Basin Cemetery District board reviewed procurement policy requirements under state law and discussed next steps for adopting a simplified procurement policy appropriate for an entity with no or few employees and limited near-term purchasing.
County counsel explained state code requires local entities to adopt their own procurement policies and set purchasing thresholds and exceptions. The board reviewed examples, including a large draft procurement document and a shorter operational policy used by North Summit Recreation District, and discussed thresholds (small-purchase limits ranging in other entities from $5,000 to $25,000), exceptions such as purchases from other government entities, and state contract vendor lists.
Board members noted the district currently has no employees and may not have paid staff for some time; county counsel recommended drafting procurement language that delegates authority to a future district manager "if any," so the code would not require revision when staff are eventually hired. The board discussed the practical need to allow two board members to approve expenditures when no manager exists while preserving open-meeting requirements.
Will and Dan agreed to form a small drafting group (ad hoc subcommittee) to adapt the North Summit sample and produce a simplified procurement policy. The group will send a proposal to county counsel for review and then present a recommended policy to the full board at the next meeting. The board also discussed selecting a bank for district accounts; members agreed to compare offers from Zions, Wells Fargo and KeyBank and to check state procurement resources for banking contracting options; the district has an EIN and will proceed with bank selection after comparing terms.
