Commission approves second‑story ADU at 34761 Calle Fortuna despite neighbor parking concerns

The Dana Point Planning Commission voted 5–0 on Feb. 24 to approve Site Development Permit SDP24‑0026, allowing an 856‑square‑foot, two‑bedroom second‑story accessory dwelling unit and associated first‑ and second‑story additions at 34761 Calle Fortuna.
"The second story addition includes the ADU. This is 856 square feet. It is 2 bedrooms, and it takes access off an exterior staircase," project planner Alyssa Gonzalez told commissioners in her presentation. Gonzalez said the project also demolishes a nonconforming two‑car garage, relocates it to a front‑facing, code‑compliant 20‑by‑20 footprint, and reconfigures the driveway.
One resident, Martin Ponce, spoke during public comment and said parking on the narrow street is already tight and expressed concern that additional occupants could increase on‑street parking demand. "The street is very narrow ... the parking is very, very tight," Ponce said. Commissioners acknowledged the concern; one observed state law and local ADU rules limit some discretion on parking requirements and suggested a parking district could be created if problems develop.
Commissioners expressed general support for the design and for bringing the garage into compliance. The motion to approve SDP24‑0026 passed by voice vote, 5–0.
