Policy committee forwards proposed changes on leadership resignations, committee chair replacement and student representative rules

The Rochester City School Board Policy Committee voted Feb. 4 to forward proposed revisions on leadership resignations and committee-chair vacancies, and to align board bylaws with new state rules establishing a student representative.

The committee, chaired by Commissioner Griffin, discussed proposed edits to Policy 2300 that would make the process for a board president’s resignation and follow-up actions clearer. Commissioners debated whether language that currently reads “in the manner they choose” should instead require a written resignation and a separate written notice to fellow board members about any special meeting called to fill the leadership role. Commissioner Elliott said the resignation “should be in writing.” Commissioner Griffin and other members instructed staff to work with general counsel to reformat the recommended language into clearer bullets before first reading at the business meeting.

Committee members also considered a new provision allowing any open committee chair position to be filled by election at the next meeting after a resignation or immediately after a recall vote to serve the remainder of the year. Commissioners asked that the policy explicitly address situations when a chair abruptly leaves a meeting; staff replied that the board president serves ex officio and can chair meetings, but that the committee may later consider more explicit language on who assumes immediate chair responsibilities.

Members spent substantial time on the student representative section required by legislation that takes effect July 1. The proposed article adds an ex officio board member who must be an enrolled Rochester City School District student and requires the board to adopt a process for selecting that student representative. The administration noted that the district’s current practice—where the president of the student organization (SOC) often serves—would be adjusted as needed to align SOC bylaws with the board policy. The committee agreed the proposed language should be forwarded so the board and SOC have time to implement selection procedures ahead of the July 1 effective date.

The committee’s chair called for motions to advance the February packet of changes to first reading at the business meeting; the motion carried. Staff said they will work with general counsel to reword the resignation and chair-replacement language and will circulate proposed edits by email for review before the board’s next business meeting.

Members were urged to propose specific wordings for the leadership-resignation and student-representative bullets; staff said submitted drafts will be incorporated into the policy attachments for the April business meeting. No final policy text was adopted; the committee voted only to forward its recommended changes for first reading and further editing.
