Aransas Pass council reviews draft policies on boards, livestreaming and decorum; keeps reconsideration rule as written

City staff presented a set of draft council policies to the Aransas Pass City Council on Feb. 3 covering boards and commissions, attendance expectations, livestreaming of meetings, reconsideration procedures, rules of decorum, rules of procedure and travel expenses. Councilmembers gave direction to revise one item and bring a second draft back to a future meeting.

Staff said the first policy would require temporary boards and committees the council appoints — for example, a charter review committee — to comply with the Texas Open Meetings Act and to post meetings at least 72 hours in advance. The draft also proposed an attendance standard that would create a vacancy for members who miss more than 25% of scheduled meetings in a term year.

Another draft would require that city council regular, special and workshop meetings held in the council chambers be livestreamed; executive sessions would be excluded. A staff member said the livestreaming policy would apply only to council meetings, not to city boards and commissions.

Council considered a proposed change to the city’s practice under Robert's Rules of Order that would allow an item to be reconsidered either at the meeting where it was first voted on or at the next regularly scheduled meeting. Several councilmembers argued for retaining the current approach under Robert's Rules — that reconsideration must occur at the meeting where the original vote took place — and the mayor instructed staff to remove the reconsideration extension from the draft.

Other drafts addressed rules of decorum and general rules of procedure; staff said the text principally codified existing practices and that a separate policy on how citizens may place items on a workshop agenda — adopted previously — would be added to a subsequent draft. The council did not take formal action; staff will return with revised drafts (staff suggested the next meeting, Feb. 17).
