Ada County commissioners approved application 2024-00187 (Pfau Ridge Subdivision) during their Jan. 15 public hearing, following staff recommendation and a brief presentation by the applicant’s engineer.
Amelia Haynes of Ada County Development Services summarized the project and noted the property is mostly surrounded by Eagle city limits, with the site containing steep slopes and a special flood-hazard area (FEMA Zone AE). Staff explained the project—three new lots configured from a previously divided parcel—would require future permits depending on the location of dwellings and grading: hillside, floodplain, Central District Health approval for land development, and compliance with the Wildland-Urban Interface overlay and Star Fire requirements. The staff report recommended approval and noted the Planning & Zoning Commission had recommended approval on Dec. 5, 2024.
Randy Wall, a professional engineer representing the applicant, told commissioners he had worked with staff for five years on prior divisions of the parent parcel and that prior approvals included a letter of map revision to FEMA and coordination with Star Fire. Wall said he did not anticipate additional unresolvable issues and asked the board to approve the application.
After staff and applicant presentations, the hearing was closed. A commissioner moved to approve application 2024-00187 (SPR, Pfau Ridge Subdivision) "based on the findings of fact and conclusions of law contained in the staff report and the testimony heard this evening." The motion was seconded and carried on a voice vote.
The approval includes the staff’s conditions requiring compliance with ACHD standards for private road connections, Central District Health land-development approval, any future hillside or floodplain permits if grading or dwellings encroach into constrained areas, a Wildland-Urban Interface fire-protection plan approved by Star Fire, and the inclusion of required turnarounds and private road details on the recorded plat. Staff will add the presentation to the record as the designated exhibit.
