The Village of Ballston Spa Board of Trustees on Jan. 27 adopted Local Law No. 2 of 2025 to amend Chapter 200 (Water and Sewer) of the village code, clarifying the timing and collection method for water and sanitary sewer bills. The resolution passed unanimously (5–0) after the board completed a short environmental assessment and issued a negative declaration under state law.
The adopted changes replace section 200-21(b)(1) to state that a billed amount is due if paid within the first 25 days after the bill’s date or by the last day of the month in which the bill is issued, whichever is later. The law also repeals and replaces section 200-37(e) to make sanitation bill rendering and collection consistent with water bills and repeals section 200-37(f) in its entirety.
Village Attorney Carla presented the SEQR short form and recommended a negative declaration, telling the board the action would have "no significant environmental impact" and would provide “clarification and protection to property owners relating to billing for water and sewer usage,” language that the board adopted before voting on the local law.
Action taken: The board adopted Local Law No. 2 of 2025 amending Chapter 200, water and sewer (vote 5–0). The board also adopted and authorized filing of a SEQR negative declaration and authorized the village clerk and attorney to make minor edits and file necessary documents.
Next steps: The clerk and attorney were authorized to execute filing steps required by state law; the meeting record shows the board approved the law and related administrative actions for promulgation.
