The Eastern Shore Land Conservancy presented a regional analysis to the Dorchester County Council on Tuesday showing that traditional, compact downtowns generate far higher property tax value per acre than sprawling suburban development and that projected sea‑level rise presents a major fiscal challenge to county budgets.
Owen Bailey, director of land use and policy at the Eastern Shore Land Conservancy, told the council the organization has mapped “value per acre” across the Eastern Shore to compare how different land uses — big‑box retail, single‑family subdivisions, townhomes, multifamily and historic downtown cores — contribute property tax revenue relative to land area. "Our historic downtowns, our inner cores, our mixed‑use walkable spaces are by far much more productive than the more suburban car‑focused development that we've had since the 1950s," Bailey said.
Bailey said the group’s analysis finds concentrated, mixed‑use areas can yield millions of dollars per acre in taxable value, while typical single‑family detached development yields a fraction of that. He cited local examples, saying Easton represents about 3% of Talbot County’s land area but accounts for roughly 26% of its property tax revenue, and that Cambridge, Chestertown and other historic cores similarly outperform sprawling development.
Turning to climate risks, Bailey presented modeled impacts of sea‑level rise on Eastern Shore property and infrastructure. Using a scenario that includes about three feet of average sea‑level rise, the presentation estimated a loss of roughly 270,000 acres across the Eastern Shore and an associated decline in taxable property value of about $2 billion; Bailey identified Dorchester County as among the two most affected counties and said the city of Cambridge could lose an estimated 280 acres and about $63 million in property value under the scenario.
Bailey warned that the region has added roughly 63,000 acres of lower‑value development since the mid‑20th century while building extensive infrastructure maintenance obligations, and that zoning rules frequently prohibit the denser development patterns that produce higher value and lower long‑term maintenance costs. "For most counties and towns, the more profitable [development] models are pretty much illegal to build because of zoning and land use ordinances," he said, urging jurisdictions to review perimeter zoning around historic cores and to consider allowing higher‑value, denser development patterns.
Council members asked questions about wastewater capacity, regulatory limits from state agencies and the potential impacts of utility‑scale solar on agricultural land. Bailey said the conservancy favors local control over siting decisions and encouraged jurisdictions to evaluate zoning rules that effectively restrict higher‑value development.
The presentation concluded with a recommendation that counties examine zoning perimeters around historic cores and consider reforms that allow infill, mixed‑use and "missing‑middle" housing to capture more tax base per acre and reduce long‑term maintenance burdens.
The council did not take action on zoning changes during the meeting; the presentation was delivered as information for future planning and policy discussions.
