The Albemarle County Economic Development Authority approved the meeting minutes, accepted the new financial report format and approved the EDA meeting dates for next year. Staff also provided updates on Rivanna Futures site‑readiness work and regional outreach events.
The board approved the minutes by voice vote early in the meeting. The financial report — presented in a revised format for fiscal‑year 2025 — included a breakdown of bond revenues and account balances. Staff said bonds revenue items include $37,393 attributed to Westminster Canterbury, $4,411 to Covenant Schools and $71,746 to Martha Jefferson; the Lewis and Clark loan repayment balance for the year is $12,500. Staff reported two account balances: a remaining balance referenced as $2,235,353.23 and a separate “funds we can leverage” amount of $1,292,254.12. Board members asked staff to show typical payment timing for listed bonds on the report and requested that future packets include multi‑year views for multiyear accounts; staff said they will return with an expanded packet in January.
A director asked whether the identified EDA contingency funds earn interest. Staff said they will follow up and confirm which funds are in interest‑bearing accounts and will provide an answer at the next meeting.
The board also voted to approve the EDA meeting calendar for next year after counsel confirmed the dates were acceptable.
On staff updates, Emily Kilroy and other economic development staff said they are fully staffed going into the new year and highlighted ongoing work on the Rivanna Futures project, including a refreshed project webpage and active grant applications for site‑readiness work. Staff described recent outreach events: a large Intelligence and National Security Alliance event attended by regional and out‑of‑area participants that discussed the Rivanna Futures opportunity and attracted about 300 people; participation at regional economic advocacy convenings and the Virginia Economic Developers Association winter meeting; and recent discussions with Bank of America on access to capital for startups.
Chair Long summarized a December 11 work session with the Board of Supervisors on a draft term sheet. The Board of Supervisors broadly supported the draft but asked staff to refine how an administrative fee (discussed at a 1% level) would be calculated and whether pass‑through funds should be included. Staff said supervisors were generally supportive of the EDA focusing on activities that support other organizations — for example, supporting workforce‑development partners rather than becoming a workforce agency itself.
Board members moved to adjourn the meeting and set the next meeting for January 21 at 4 p.m.
