Battle Ground board votes to refile replacement levy for April ballot after narrow February result

The Battle Ground School District Board of Directors voted 5-0 to approve Resolution A25 on Tuesday, authorizing the district to refile an educational programs and operations replacement levy for the April ballot after preliminary returns from the Feb. 11 election left the measure just short of passage.
Scott, a district staff member, told the board the Feb. 11 replacement levy was at 49.8% — "80 votes shy of the 50%" — and that more ballots remained to be counted. He asked the board to approve Resolution A25 to place the levy on the April ballot if the Feb. certification shows it did not pass.
The resolution would replace the existing levy that expires at the end of this calendar year; the amounts and estimated tax rates are unchanged from Resolution G24, which the board approved Nov. 25. The board added a provision allowing the district to withdraw Resolution A25 if the Feb. results certify in the district's favor before the Friday filing deadline.
Board members debated the vote briefly. Terry Tate, director of District 4, spoke in favor: "I'm gonna be voting for the levy ... I think the people of our community have a lot of different reasons maybe why they didn't vote for the levy. But I'm gonna do everything I can to make certain that the communication gets out, that this levy is very important, and we need to pass this levy." A brief, non-substantive comment was also made noting student sports as a district priority.
A roll-call vote followed. Mary Snitley, director of District 1, voted yes; Debbie Johnson, director of District 2, voted yes; Ted Champagne Pine, director of District 3, voted yes; Terry Tate, director of District 4, voted yes; and Jackie Maddox, director of District 5, voted yes. The motion passed 5-0.
The board must file the resolution with Clark County by Friday to appear on the April ballot. If the Feb. certification shows the levy passed, the district will exercise the withdrawal authority included in Resolution A25 and not proceed with the April filing.
