Comal County commissioners approve claims, letters of credit, grants and multiple budget transfers

Comal County Commissioners Court on Feb. 13 approved routine financial and administrative items including monthly claims totaling $1,676,632.59, two irrevocable standby letters of credit for road and drainage work in Johnson Ranch South, multiple line-item transfers, a $500,000 rural law enforcement salary-assistance award and a release agreement authorized in closed session.
The action items were carried by voice/hand vote with motions and seconds recorded on the public record. County staff described the letters of credit as standard surety while the sheriff and other department heads said the other items support ongoing operations.
The court opened by approving claims for February, with Commissioner Hogg moving and Commissioner Leacock seconding. County staff presented two irrevocable standby letters of credit as surety for road and drainage improvements in Johnson Ranch South, Units 7 and 8; County Engineer/Staff recommended acceptance because the city of Bulverde has not yet accepted the roads. "My recommendation is to accept this letter of credit," staff said regarding Unit 7, and the court approved both instruments.
Sheriff's Office officials told the court the county will accept a Texas Comptroller award of $500,000 under the Rural Law Enforcement Salary Assistance Program and may apply it toward eligible personnel salaries. Elections staff requested a discretionary sole-source exemption for Hart InterCivic Verity annual software licensing and support, citing the vendor as the sole provider of the Verity system; the court approved the exemption under Local Government Code provisions described by elections staff.
Other approvals included acceptance of 2024 racial-profiling reports for the county constables27 offices and the Comal County Sheriff27s Office, acceptance of an affidavit showing the county issued the 2024 Texans Feeding Texans home-delivered meals grant payment (processed with the Comal County Senior Citizens Foundation), and several line-item transfers: dues payment for the South Texas Judges and Commissioners Association (covering 2023 and 2024), increased funds for computer replacements in County Court at Law No. 3, and a transfer to replace a structurally damaged jail boiler. Major Delgado told the court the boiler sustained structural damage and needs full replacement; the court approved the transfer.
At the end of closed session, the court approved a release agreement between Comal County and Matt Schuman on behalf of Park House LLC and authorized the county judge to sign.
