Engineering and facilities staff reported to the assembly on Feb. 6 that demolition at the borough baler building uncovered an unanticipated layer of unconsolidated overlay and an overall slab thickness of about 17 inches, exceeding the designed 10-inch slab. Staff said the discrepancy prompted a structural analysis and short-term operational changes to protect the structure and personnel.
Why it matters: The baler and tipping floor are core landfill operations; structural limitations affect equipment movement, operational workflow and potentially schedule and costs for repairs.
What staff reported: Acting engineering facilities director Cody Allen said initial coring for the project showed the slab thickness exceeded the design. He said PND Engineering, the structural engineer, noted the as-built design called for a 10-inch slab but the observed slab had additional material and rebar placement inconsistent with design documents. Allen said the structural analysis (dated Jan. 29) led to operational restrictions: heavier pieces of equipment (described in the report as those near 66,000-pound gross vehicle weight) should not be driven over portions of the elevated slab near the baler opening; smaller equipment may be restricted to defined beams/areas.
Assembly concern and request for documents: Assembly Member Ryan (first name used in the meeting) strongly criticized the project oversight and asked staff to circulate the structural analysis to the assembly. Manager Amy Williams and staff acknowledged gaps in record documentation for past work and said they would provide the report to assembly members.
Next steps and operational changes: Staff said the safety response includes limiting heavy vehicles’ access to portions of the floor, conducting a structural analysis-derived operational plan, and adjusting equipment staging and procedures. A full structural remediation design or floor replacement was not adopted at the meeting; staff said further analysis and recommendations would be provided.
What was not decided: No contract amendment or construction authorization was approved; assembly members requested the structural report and additional documentation of the slab history and coring results.
